Have you heard of Parkinson’s Law?
It states that administration and bureaucracy expand to fill their allotted time, regardless of the amount of work to be done. It is because officials want subordinates, not rivals, and because officials make work for each other.
Parkinson’s Law was published in 1955 and gave as examples the growth in the size of the British Admiralty and Colonial Office even though the numbers of their ships and colonies were declining.
